No Cookie Spam Limits

These are configurable limits in effect for completely anonymous users (no name, not even a cookie):

Variable NoCookieSizeChangeRangeAllowed:

-100;10000

Variable NoCookieLinksChangeRangeAllowed:

0;1

Variable NoCookieLabeledLinksChangeRangeAllowed:

0;1

Spammers usually add one or more labelled links, so this range is important and strict.
