No Cookie Size Change Range Allowed

Part of NoCookieRestrictions to block WikiSpam. This option restricts the amount of change that a user without cookie information can do in a single edit. The variable takes an integral ValueRange.

NoCookieSizeChangeRangeAllowed=0,1000 (example: may not delete, can add up to 1000 characters)
NoCookieSizeChangeRangeAllowed=-100;10000 (example: may delete up to 100 characters, can add up to 10000 characters in a single edit)
